Chapter 6 part 2 - Of the Unchaining of Melkor
Manwë let Melkor out of the prison the Valar put him in. This is explained with that Manwë was really nice and just couldn't understand evil.
In the meanwhile, Yavanna had grown two trees to replace the lamps Melkor had destroyed earlier. (The football is a reference to an old comic of mine which I haven't had time to vector yet.

But fair-seeming were all the words and deeds of Melkor in that time, and both the Valar and the Eldar had profit from his aid and counsel, if they sought it; and therefore in a while he was given leave to go freely about the land, and it seemed to Manwë that the evil of Melkor was cured.
